May be they don't know how to do it.  You can try and offer to do it for
them.  They might accept.  It's win-win.

Hi folks,

We've recently switched to a new webhost (our last one wasn't 
responding to our support requests), but are going to need GD support 
compiled into PHP in order for our backend to be functional.  However, 
the new host doesn't want to rebuild PHP and interrupt service to his 
existing customers.

Is there any kind of work around for this, or should we be looking into 
another host?  I prefer not to make the change because it costs us time 
and money.  Needless to say, this is somewhat annoying.  I made the 
recommendation of choosing the host and it doesn't look good for me to 
have to change three times before we even get off the ground.
